A governor's fellows program is a competitive, state-run placement that puts students or recent graduates inside the governor's office or state agencies to do real work in public administration and policy. The names vary. Governor's Fellows, Governor's Fellowship, and Gubernatorial Fellows describe closely related things, but eligibility, pay, length, and residency rules differ from state to state. In practice, most programs fall into one of two models, with structures comparable to legislative fellowships.
Model 1: The Short Summer Fellowship
This format places a student in the governor's office or a cabinet agency for roughly two months. Virginia is a clear example. According to the Office of the Governor of Virginia, the 2026 program ran eight weeks, from June 8 to July 31, in person and full-time, with applications due April 10. It was open to rising seniors, graduating seniors, and graduate students at Virginia colleges, as well as Virginia residents attending school elsewhere. The pay is a stipend, not a salary. Virginia's 2025 FAQ listed $3,600; the 2026 page confirms a stipend but does not restate the amount. Treat $3,600 as a dated figure and confirm the current number before you budget. This model suits undergraduates and master's students who want an executive-branch résumé line without pausing a degree.
Model 2: The Yearlong Paid Placement
The second format is closer to an entry-level job. Indiana's Governor's Fellowship, per the Indiana Governor's Office, is a full-time, paid, yearlong role in which fellows rotate across state agencies. The 2026 application lists a salary of $42,900 plus full fringe benefits. Eligibility centers on recent bachelor's or associate's graduates, and since 2025 at least two years of work experience can substitute for a degree. Applicants can apply from anywhere, though Indiana ties receive special consideration. Connecticut is among the other states with yearlong paid placements, so it is worth comparing.
This model suits new graduates and early-career changers who want a salaried bridge into state government.

Indiana's 2026 application was due March 6, 2026, and describes a service year of July 1, 2025 to June 30, 2026, which conflicts with the official page's 2026-2027 label.
