What you’ll learn in this article…
New York State law change allowed Baruch to launch NYC's first MPP.
Baruch MPP offers specializations in Social/Health/Education, Global Security, and Advanced Methods.
Applications open in 2026 for Baruch's Fall 2027 MPP cohort.
On October 15, 2026, CUNY Baruch College's Austin W. Marxe School of Public and International Affairs announced New York City's first Master of Public Policy. Applications are open for the Fall 2027 inaugural class, a key milestone on the MPP & MPA Application Timeline, according to the school's newsroom release.
The launch gives public-affairs applicants a credential choice that did not exist in the city before: an MPP built around quantitative methods and policy analysis, distinct from the MPA programs that have long dominated. That analytical training is what employers in city agencies, nonprofits, and think tanks increasingly screen for.
Why New York City Had No MPP Until a State Law Change
Policy training existed in New York City, but the credentials that programs could award did not include the Master of Public Policy.
A credential gap, not a curriculum gap
Schools with strong public affairs faculties offered MPA, MIA, or closely related master's degrees, so the gap was in the degree label rather than in how programs teach students to define public policy.
The regulatory sequence
That changed when the Board of Regents amended sections 3.47 and 3.50 of its rules to add the MPP to the degrees New York institutions may confer, effective September 24, 2025.1 For Baruch, the path ran through three steps. On April 14, 2026, the CUNY Board of Trustees authorized Baruch College to confer the MPP, subject to Regents approval. In July 2026, the Board of Regents authorized the degree after the NYSED Office of College and University Evaluation completed its academic review and found the proposed program met registration standards. NYSED then indicated it would register the program.1
What this opens up
The rule change clears a regulatory obstacle for other New York institutions. Any college that demonstrates it meets the state's registration standards now has a pathway to offer the MPP, which may accelerate credential differentiation across Top MPP Programs and public affairs schools in the state.
Inside Baruch's MPP: Three Specializations and Policy Focus Areas
Baruch's MPP is built around a policy-analysis core that leads students into one of three applied specializations rather than a broad public affairs track. The options are Social, Health, and Education Policy; Global Security, Economy, and Environment (an MPP in International Policy specialization); and Advanced Methods for Policy Analysis. Those tracks map to issues the program names as priorities, including housing, poverty and inequality, transportation, and environmental sustainability.
How the curriculum is structured
The degree runs 36 to 39 credits. Students with at least one year of policy-related work experience meet the 36-credit minimum, which includes 24 core credits, 9 depth-area elective credits, and a 3-credit capstone. The 39-credit path adds a 3-credit internship, but the internship is not universal. It is required only for students the school designates at admission.
The capstone is a single 3-credit course focused on integrating analytic methods, evidence, and practice. Classes meet in the evening in person or through hybrid instruction, so working students can continue their jobs. That structure signals the program's emphasis on quantitative methods and evidence as the shared foundation across policy areas, reflecting broader MPP curriculum reform.
Rankings and accreditation
The Marxe School's existing public affairs programs have earned strong U.S. News graduate rankings, including high placements for its MPA and related specializations. A specific U.S. News ranking for this new MPP has not yet been published. Similarly, the school's MPA is accredited by COPRA, but separate NASPAA accreditation for the MPP has not yet been confirmed. Prospective students should confirm the latest accreditation status directly with the program as part of any MPP program comparison.
MPP vs. MPA: Career Outcomes and Credential Differences
The MPP and MPA overlap heavily, and many employers treat the two credentials as interchangeable for policy and program roles. The sharper distinction is in orientation: an MPP typically trains analysts who design and evaluate policy, while an MPA prepares managers who lead public and nonprofit organizations. Baruch's MPP has not yet published program-level earnings, so the salary context below uses national medians for related occupations from the U.S. Bureau of Labor Statistics.
